About Phil Serna
Phil Serna is a proud local native. He grew-up in Sacramento’s Curtis Park Neighborhood and attended local schools.
While earning a Master of City and Regional Planning (MCRP) from Cal Poly, San Luis Obispo, Phil fell in love with his wife of 31 years, Roxanna. They have lived in Sacramento’s Natomas community for the past 23 years.
In 2010, the voters of Sacramento County’s first supervisorial district elected Phil to represent them on the Board of Supervisors where he has served since. Phil has run for re-election unopposed in the last three Primary Elections. In addition to his county service, California Governor Edmund G. Brown, Jr. appointed Phil in 2013 as the inaugural California Air Resources Board (CARB) Sacramento Regional Member where he served until his term ended in 2022.
Phil has always had a strong appreciation for the arts, most notably through the work and activism of the Royal Chicano Air Force (RCAF) – Sacramento’s most widely renowned and respected artist collective. In addition to his love of photography, Phil enjoys playing music and preparing meals for his spouse. He explains that it is these pursuits that help him maintain his mental and emotional health, and without these outlets he believes serving his home community would be much more difficult.
Phil plans to retire from the Sacramento County Board of Supervisors at the end of 2026, after which he hopes to capture more images, learn new songs and explore daring recipes with which to impress Roxanna.
